Dorry Plotkin
Dorry Plotkin worked as a bail bondsman starting in 1974, when he founded Plotkin Bail Bonds in Norwalk, CA. As the director of the company, he assisted in major expenditure decisions, kept the company up-to-date on regulations, and maintained quality through regular audits. His efforts, including updating and incorporating underwriting for the bonds, kept the business running for over thirty years.
In addition to Plotkin Bail Bonds, Dorry created a school for continuing education to help bail agents stay current with new laws and refresh their knowledge of existing regulations. He authored six textbooks, developed the curriculum, and oversaw general operations from the start.
In 1989, Dorry also founded Trinidad Island Real Estate and Chino Hills Realty. As the owner, he maintained quality control, assisted with advanced files, and stayed current with legislative changes. In 1991, he launched Plotkin Financial, Inc., where he served as director, managing employees, giving final approvals, and auditing files. His entrepreneurial drive led him to start Capital Mortgage in Newport Beach in 2003, ensuring high-quality service and maximizing sales.
Dorry’s entrepreneurial spirit was shaped by his education at Chapman University, where he earned a B.A. in Business Administration and Economics. He also participated in the World Campus Afloat Shipboard Education program, studying economic systems in Africa, Asia, Europe, and the South Pacific. Afterward, he attended Western State Law School, focusing on Contract Law, Real Estate Law, and General Law.
With a financial empire in place and the training to sustain it, Dorry Plotkin’s goal was always to move confidently into the future.
Dorry Plotkin was an integral part of our team and contributed greatly to our success. His passion, dedication, and vision continue to inspire us. He passed away in 2012, but his legacy lives on through the work we do every day.
Legacy of Dorry Plotkin: Dorry Plotkin’s dedication to quality and education laid the foundation for the values embraced by All-In Acquisitions, Inc. DBA Angels Bail Bonds & Plotkin Bail Bonds, which was formed as a separate entity with a distinct license in 2013. Dorry’s original Plotkin Bail Bonds ceased operations after his passing in 2012.

Cyndee Shirey
During her 26 years with the Angels Bail Bonds, Cyndee Shirey has served in many capacities. Starting as a part-time data entry clerk, she moved quickly through the ranks. Since 1998, Ms. Shirey has served as Vice President of General Operations.
She currently oversees and manages all aspects of the business, including bond approval, advertising, forfeitures, accounting, and budget allocation. Additionally, she manages the Bail Agent and Recovery Agent departments. Cyndee is well known for specializing in high profile and complex bail cases. Through her unrivaled dedication, she has helped the company grow into the success it is today.
Born and raised in Southern California, she currently resides in Orange County with her husband and daughter.
